Boat Crew Qualification Program (BCQP)

Boat Crew Program Participants,

The Boat Crew training program on Lake Norman is just beginning.

I know there are a number of you interested in the on water Boat Crew program and I am excited to get started. I need to know who already has a Boat Crew Book and Qualification Guide and who needs one. I would like to place an order with AUXCEN to get these materials to you. The Manual is available under the manuals section of our web site at www.cgadavidson.org. However there are too many pages for an individual to print out, but you can use it to become familiar with the Boat Crew Seamanship Manual COMDTINST M16114.5C until we can provide you with your own copy. Most of this study material is used for the shore side mentor sign offs. The sign-offs will be done in the Boat Crew Qualification Guide. Please review this document. This has all the items that you need to be proficient in. We will do some of this on the water as well, but you need to be familiar with the entire manual. If you let me know ahead of time that you have read chapters and would like Jimmy or myself to sign-off on any items in the Qualification guide at one of our meetings or at another time, we will make ourselves available.

At the conclusion of 12 hours of water training we will ask for a Qualifications Examiner (QE) to come in a complete the dock side oral exam and the water practical. This is pretty intense and once the mentor enters a date for the first sign-off, you will have two years to complete the program. I have been speaking with the Division Captain (DCP) about having them come down and assisting us or we can go up to Lake Norman and train with them. We currently have only one qualified coxswain and once qualified crew. To do this training correctly and effectively we need two qualified crews to be on the water simultaneously with two facilities to perform the side tow and stern tow evolutions. This is one of the major areas that you will be tested on with the QE.

You will be required to pass The Operations Policy Exam online at the National Testing Center. This is required before I can get a QE to come and test you. Prior to logging in to the site you are required to confirm your email address with the Auxiliary E-Directory. The National Testing center is also used for taking the Vessel Examinations (VE) Exam and The Recreational Boating Safety Visitation Program (RSVP) Exam. There are other open book exams that you can take to further your education with the Auxiliary. All of the Manuals are available online to view and use while taking any open book exam.

Team Coordination Training (TCT) is also a requirement of the Boat Crew Program. I know some of you have already taken it, but I need to know who will need it in the future. The 8 Hour TCT course is good for 5 years. Then it needs to be taken again. There is also a 1-hour TCT refresher course, and Operations Workshop that is required by District every year. We can do these at one of our meetings or on a designated day.

Once you are qualified there will be more paperwork to fill out. You will be considered Direct Operational with the Coast Guard and be required to take 3 additional sets of fingerprints (We Do these in house) and fill our the Federal Standard Form SF86 for a more extensive background check. This is a very long form and it will be mailed directly to the Directors due to the fact that it may contain more sensitive personal information.

 

New QE Procedures

There are a number of changes for the way the QE procedures will take place and it is important that we get all QE's as well as the membership up to date on the new changes and the way we will prosecute the new procedures. There are Administrative changes as well as the operational type changes that need addressing prior to our actual implementation of the new program. The QE's will have these changes addressed to them at their Sector 2007 QE Workshops. To ensure our customers receive accurate and up-to-date information and after talking with the OTO, CWO Lukasik, a moratorium is being placed on all QE missions until the QE's have been able to attend their Sector QE Workshops. The workshops are all scheduled for early on in the year in order to achieve this goal so there should be a minimum of inconvenience to any new candidates or recertifications. This information needs to flow to all 05SR members and to do that I ask the addressees to forward ! this message as requested below. The AQEC's should be able to field any problems with this procedure. Thank you for your assistance in this endeavor.
